Bulacan Gov. Wilhelmino M. Sy-Alvarado (center) leads the discussion on Bulacan water rights under the government’s Public-Private Partnership Program including the province’s access to fresh, potable surface water with a lower bulk water charge during the meeting on Bulacan Bulk Water Supply Project held at the VIP Lounge of the Provincial Government of Bulacan, City of Malolos, Bulacan this morning.
