Provincial Treasurer's Office
VISION:
A Revenue arm equipped with modern technology and manned with knowledgeable human resources who are committed for the proper, efficient and effective administration of provincial taxes, aimed at improving the financial capabilities of Bulacan for the growth and development of its constituents.
MISSION:
To be an active key player in developing the Province of Bulacan into a self-reliant local government unit by finding ways and means to increase its local sources of revenue with the end in view of being less dependent on the Internal Revenue Allotment (IRA) for its operations and sustainability.
The Treasurer's Mandates under the Local Government Code
The treasurer shall take charge of the treasury office and shall perform the following duties:
- Advise the governor or mayor, as the case may be, the sanggunian, and other local government and national officials concerned regarding disposition of local government funds, and on such other matters relative to public finance;
- Take custody of and exercise proper management of the funds of the local government unit concerned;
- Take charge of the disbursement of all local government funds and such other funds the custody of which may be entrusted to him by law or other competent authority;
- Inspect private commercial and industrial establishments within the jurisdiction of the local government unit concerned in relation to the implementation of tax ordinances, pursuant to the provisions under Book II of this Code;
- Maintain and update the tax information system of the local government unit;
- In the case of the provincial treasurer, exercise technical supervision over all treasury offices of component cities and municipalities; and
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
Assistant Treasurer
The assistant treasurer shall assist the treasurer and perform such duties as the latter may assign to him. He shall have authority to administer oaths concerning notices and notifications to those delinquent in the payment of the real property tax and concerning official matters relating to the accounts of the treasurer or otherwise arising in the offices of the treasurer and the assessor.
FUNCTIONS:
ADMINISTRATIVE DIVISION
- Provide support service in the areas of:
- Personnel Management
- Supply and Property Management
- Office Budget
- Correspondence and Records Management
- Assist in the formulation of office policies and performance standards
- Coordinate the operations of the different divisions in relation to administration and operations of the Office
- Consolidate, review, analyze administrative reports
- Perform such other duties that may be assigned from time to time in the interest of the service
CASH RECEIPTS AND DISBURSEMENT DIVISION
- Receive payments of taxes, fees and charges and other receipts accruing to the Province;
- Deposit intact daily collections to depository banks;
- Act as custodian and depository of cash/ checks for bidder's bonds, bail bonds, performance bonds, remittances and/or deposits made by accountable officers;
- Prepare monthly report of accountability;
- Perform cashiering functions of the office;
- Handle trust collections and remittances;
- Monitor and evaluates income and expenditures trend of the Province; and
- Perform such other duties that may be assigned from time to time in the interest of the service.
REVENUE OPERATIONS DIVISION (ROD)
- In charge of the collection of provincial taxes, fees and charges levied imposed under the Provincial Revenue Code of Bulacan;
- Maintain and update the Tax Information System of the Provincial Government;
- Inspect private, commercial and industrial establishment within the jurisdiction of the province in relation with the implementation of the Provincial Tax Ordinances enacted by the Sangguniang Panlalawigan;
- Apply remedial measures to collect delinquent provincial taxes, fees, and charges as provided under the Provincial Tax Ordinances;
- Maintain and update the tax records system of the province;
- Supervise municipal treasury offices for proper implementation of law, rules and regulation on local government finance and administrative issuances of the Department of Finance;
- Conduct periodic examination of books of accounts of Municipal Treasury Offices;
- Conduct revenue audit;
- Monitor evaluates periodic collection and disbursement trends of municipal government units;
- Verify COA audit findings on Municipal Treasury Offices and enforce implementation of recommendations; and
- Perform such other duties that may be assigned from time to time in the interest of the service.
