Born in Santa Maria, Bulacan on 1833, Trinidad Icasiano son of Gen. Ramon Icasiano and Doña Nicolasa Bello. He was the youngest of the five children. He finished law at the University of Sto. Tomas. Married to Severina Enriquez of Maysantol, Bulacan, Bulacan.

He became the governor of Bulacan after winning the June 4, 1912 election.
