During the times of Serapio, the order of the US Military Tribunal established Municipal Councils under the supervision of the military officers assigned to the towns was implemented. The council is composed of the consejales and the head was called presidente.

Many resolutions during this time were on sanitation due to the epidemic especially of cholera so the priority was centered on proper health habits. Municipal cemeteries were first established to have burial places all over the province. Peace and order were likewise strictly maintained.

The public school system especially primary was ordered and there were compulsory public instructions in English.

Lands and houses and business establishments were begun also during this time.
