Jose Padilla, Sr., a lawyer from Quingua (now Plaridel) became governor from 1928 to 1931. During his first incumbency as governor the provincial capitol was constructed in 1930. He was elected representative of Bulacan in the Philippine Legislature from 1931 to 1934. Then elected again governor from 1935 to 1937.
