Basic Information you need to know about Bulacan
Emilio Rustia (1941-1943)
Governor Rustia was the elected governor of Bulacan under the Philippine Commonwealth. When World War II broke out, he continued to do so under the Japanese sponsored civilian government.
Under the Japanese regime, Governor Rustia made sure the civilian population were helped in delaying with new conquerors. Helping him are the provincial secretary, provincial treasurer and the district engineer. Positions of the Board members were abolished as the governor was only an administrator.
Governor Rustia rode in freight boxes and made trips to Caps upon learning that Filipino prisoners—of war were being released.
He also made representations with the Japanese Kempei Tai in the province to free suspected guerillas.
