Bulacan Packaging Service and Toll Packing Center receives FDA-LTO accreditation

CITY OF MALOLOS – In a bid to give Bulakenyo micro-small and medium enterprises (MSMEs) excellent quality service, the Bulacan Packaging Service and Toll Packing Center (BPSTPC) was given a License-To-Operate (LTO) accreditation by the Food and Drug Administration (FDA) after meeting all the requirements needed to become an accredited facility.

In November 24, 2015 after nine years of existence, BPSTPC got its long awaited FDA-LTO Accreditation; a feat that even some more established government agencies is still not able to get one.

Gov. Wilhelmino M. Sy-Alvarado said the Provincial Government of Bulacan through the PCEDO had to renovate the facility including the physical structure, machine and equipment and operating procedures in order to comply with all the needed requirements.

“It was a long, long journey. Several attempts in the past to get one proved too difficult because of so many tedious requirements even if so much time, resources and efforts were exerted.
Truly, political will, perseverance, persuasion, pursuit of excellence and the desire to serve even better the Bulakenyos made this long dream a realization,” Alvarado said.

BPSTPC was launched as a technology incubator for MSMEs in January 2006 and from then on, the center is in continuous pursuit of getting accreditation from the FDA, formerly the Bureau of Food and Drug Industry (BFAD).

“In 2011, the Food and Drug Administration strictly implemented the No License-To-Operate (LTO) for Toll Manufacturer, No Issuance of Certificate of Product Registration (CPR) for Food Producer/Manufacturer, hence, the center began losing its toll packing clients especially for the production of juice drink products and we made this as one of our top priority,” Cynthia Abiol, head of the PCEDO said.

BPSTPC is the first government-owned packaging center in the country.

It is a service-oriented project which primarily aims to make Bulacan products more competitive in the local and foreign markets employing up to date, latest trends and innovations in packaging development adhering to the highest principles of excellence and competence in establishing quality, world class Bulacan products (food and non-food) and services that are in accordance to both the local and global standards.
