FUNCTIONS

DEPARTMENT HEAD

  • Planning and improving the organizational and functional structure of the department
  • Identifying the department's mission and vision in relation to those of the PGB
  • Leading the department's and the PGB's communication planning effort to project and maintain a good image for the Governor and the PGB through an integrated communication plan
  • Implementing an integrated communication plan for the PGB which should include provisions for crisis communication and government relations
  • Managing and motivating government personnel in different communication jobs within the department
  • Dealing with professionals and personalities involved in external functions and projects of the Provincial Public Affairs Office
  • Serving as adviser and counsel to the Governor and PGB department heads on communication matters
  • Being an internal critic and chief communication officer of the PGB

INTERNAL AFFAIRS DIVISION

The Internal Affairs Division is in charge of all PGB internal affairs functions requiring communication support.

  • Documentation of major events through photos and videos for news, presentations, PR and social media
  • Manages and broadcasts Radyo Kapitolyo Live Online, the provincial radio station, and produces the official TV program "Galing Bulacan", with clips shared on social media and distributed through local cable channels and film showings
  • Informs the public of the progress and development agenda of the province such as producing Video Production and Special Audio-Visual Presentation to promote major PGB events

EXTERNAL AFFAIRS DIVISION

The External Affairs Division is the PGB's communication liaison with its external public - including the press, civic, non-governmental organizations, the national government agencies, legislature and the general public. The External Affairs Division's functions include the following:

  • Coordination of publicity efforts anchored on an effective media relations program
  • Preparation of major releases and media feeds
  • Production of publicity materials such as flyers, brochures, publications, posters and streamers to promote major PGB events
  • Media relations counsel to the Governor's Office
  • Secretariat to the Information Officers of Bulacan (InfoBul), Inc. and Bulacan Capitol Information Officers (BCIOs)
  • Develops and implement communication strategies to uplift the awareness of Bulakenyos regarding the projects and programs of the government
  • Bridges the relation between the community and the Provincial Government
  • Disseminates information through IECs and social media postings
  • Manages the official FB page of the PGB
  • Writes, edits and arranges production of Ang Bulacan Ngayon, provincewide publication, and The Capitol, official magazine of the employees of PGB
  • Monitors public opinion regarding the projects of PGB through surveys and social media strategy
  • Monitors tarpaulin for greetings, awards and recognitions of the province installed in the designated area/ common posting area in the province of Bulacan
  • Uploads contents such as audio-visual presentations and layouts to H16 LED curtain and two-faced LED located at PGB compound

 

PROGRAMS AND SERVICES

  • Press Releases - This includes news and photo releases about Bulacan which are disseminated to Bulacan-based media practitioners both with national and local outlets. These releases are also posted on the official website of Bulacan and PGB's official Facebook page.
    Ang Bulacan Ngayon - A quarterly publication that informs the Bulakenyos on various PGB activities, programs, projects, and accomplishments distributed to communities.
  • The Capitol – A quarterly publication that caters to PGB employees, informs about various programs of PGB offices, latest important announcements for the employees and other news and human-interest stories.
  • IEC Production - covers the production of IEC materials for various PGB programs. IEC materials include posters, flyers, banners and brochures for print; and documentaries and plugs for audio visual production.
  • InfoBul, Inc. – Information Officers of Bulacan (InfoBul), Inc. is an association composed of Information Officers from the four cities and 20 towns in the province. They are PPAO’s partners in disseminating information at the community level and also contributors to Ang Bulacan Ngayon.
  • BCIOs - Bulacan Capitol Information Officers (BCIOs) is a group of Information Officers from the departments in the PGB. They are also PPAO’s partners in information dissemination and contributors to The Capitol.
  • Media Relations - This includes programs which aimed at strengthening and fostering PIO's good relationship with the press; to improve the skills of media men in writing developmental news which will greatly benefit the programs of the province through good publicity; an opportunity for the national press to tour Bulacan and learn about its industries, local governance, tourism and other commendable things about the province. The activities under this are Media Training, Media Tour, Media Sportsfest, Media Fellowship, Media Coverage, and Press Conference.
  • Social Media Content - Seeks to cultivate fans, the Provincial Public Affairs Office has its own social media accounts where activities and programs of the Provincial Government are updated thus, making the news, announcements, photos and videos accessible to Bulakenyos and non-Bulakenyos alike:

  • Special Audio-Visual Presentation (AVP) - Carefully designed to highlight Bulacan's achievements and initiatives, our AVPs serve as dynamic communication and engagement tools. It vividly showcases the success stories of the provincial government, bring to life the initiatives that have earned Bulacan its esteemed recognition, and inspire the community with compelling visuals and narratives. Our AVPs can be categorized as Public Service Announcements/Advisories, Demonstration materials or presentations and Video messages.
  • Galing Bulacan TV Program - Launched in 2010 as the official TV program of the PGB, Galing Bulacan showcases the province's rich heritage, vibrant culture, and tourism. Embracing the catchphrase "Huwag maging dayuhan sa iyong sariling bayan, tuklasin ang ganda at galing ng ating lalawigan" the show highlights Bulacan's extraordinary people and their stories, bringing the essence of the province into homes across the Philippines.Galing Bulacan features three main segments: Balitang Kapitolyo, Segments and Episode Fillers.The program is distributed free of charge by local cables through the Bulacan Cable & Telecommunications Incorporated. It is also available on the Island Living Channel, which is broadcasted in 27 airports and 6 seaports in the Philippines and Sulyap Channel through crowdigital.com and different cable channels nationwide as follows:

    Online, Galing Bulacan shares its segments and news updates on its official Facebook page, YouTube channel, Instagram, and TikTok account.

  • Radyo Kapitolyo Live Online - Live streaming of Radyo Kapitolyo programs on Facebook, engaging a wider audience through real-time video and audio broadcasts. Since its launch in 2022, the station's Facebook page has gained significant traction, with live broadcasts available via Facebook livestream from 8am to 5pm, Monday to Friday.As for the official YouTube Channel of Radyo Kapitolyo, all episodes are uploaded here, for Bulakenyos to be able to catch up with all the past episodes they had missed and the channel has also gained a substantial number of followers since its creation.
  • Photo & Video Documentation and Live Feed - The Provincial Public Affairs Office (PPAO) is tasked to record and document the official activities of the Governor and the Provincial Government of Bulacan through photo and video coverage. This creates a rich archive of Bulacan's history and progress, preserving the province's journey for the present and the future. Our visual records serve as a testament to Bulacan's accomplishments, enhancing our photo/video releases, galleries and informational materials with a lasting record of its achievements.
  • Film Showing - Film Showing of the Galing Bulacan TV Program and Special AVPs are carried out during the "Damayan sa Barangay" program, at BMC and district hospitals throughout the province, during various activities and events held at the Capitol Compound, and also on LED screens to ensure wide participation and impact.
  • BACATI and RK Broadcasters - Our strength lies in the vibrant networks we cultivate and grow through our valued partnerships with the Bulacan Association of Cable and Telecommunications and Radyo Kapitolyo Broadcasters. These valuable collaborations amplify our ability to provide timely and pertinent information, enriching our communication efforts and broadening our outreach.
  • Scriptwriting - It is designed to create scripts for the master of ceremonies of the events and programs of the Provincial Government.
