Provincial History, Arts, Culture, and Tourism Office

BISYON

Isang lalawigang may mataas na antas ng kamalayan at pagkakakilanlan na may kolektibong pagmamalaki sa kanyang mayamang Kasaysayan, Sining, Kultura at maunlad na Turismo.

MISYON

  • Maikintal sa puso’t isipan ng mga Bulakenyo ang pagkamakabayan at pagmamahal sa kasaysayan.
  • Malinang ang kakayahan ng mga Bulakenyo sa iba’t ibang anyo at sining.
  • Maisulong ang kahusayan at malikhaing talent ng mga artistang Bulakenyo tungo sa pagkilalang pandaigdigan.
  • Mapangalagaan ng mga Bulakenyo ang pamanang kalinangan, at maipamana ito sa bagong henerasyon.
  • Maitanghal ang Bulacan sa Lokal at Pandaigdigang Turismo.


History and Heritage Division

Functions

  • Conducts/leads commemorative programs honoring heroes, historical figures and significant historic events.
  • Conducts research for publication and assist in research queries.
  • Manages the Hiyas ng Bulacan Museum.
  • Assist in facilitating educational tours, highlighting the history of the Provincial Capitol.
  • Implements programs for the preservation and promotion of local history and heritage, such as the following:

Arts and Culture Division

Functions

  • Supports and showcases the talents of local artists through exhibitions and cultural programs.
  • Provides educational programs, including workshops and seminars, to foster appreciation and understanding of Bulacan’s cultural heritage
  • Promotes collaborative art initiatives and cultural exchanges
  • Maintains records of cultural properties
  • Manages the Nicanor Abelardo Auditorium and Guillermo Tolentino Exhibit Hall
  • Plans and executes programs, projects and activities such as the following:
    • Arts Month Celebration
    • Sining sa Hardin - Bulacan Art in the Park
    • Singkaban Festival (Indakan sa Kalye, Dulaang Filipino, KBS Rewaynd)
    • Pistang Dumagat
    • Paskong Bulakenyo
    • Bulacan Culture and Arts Council (BCAC)


Tourism Division

Functions

  • Develops tourism plans, programs, and policies aligned with national and regional tourism strategies.
  • Promotes Bulacan as a premier tourist destination through branding, campaigns, and marketing strategies.
  • Oversees and monitors the registration and accreditation of tourism-related enterprises in compliance with DOT standards.
  • Conducts training programs, seminars, and workshops for tourism frontliners, tour guides, and industry stakeholders.
  • Strengthens partnerships with local government units (LGUs), tourism organizations, and private sector stakeholders.
  • Conducts tourism statistics gathering and prepares reports on tourism programs, visitor arrivals, and industry developments.
  • Organizes and supports tourism-related events programs, projects, festivals, and cultural celebrations such as the following:
    • Singkaban Festival (Parada ng Karosa, Hari at Reyna ng Singkaban, Bulacan Cultural Competition, Bulacan Gay Pride, Singkaban ng Bayan)
    • Lakbike Turismo
    • Bulaklakan
    • Gawad Singkaban
    • Kalutong Bulakenyo
    • Familiarization Tour
    • NorthPhil Expo


Hiyas ng Bulacan Provincial Band

Functions

  • The band plays a vital role in preserving and promoting Bulacan’s rich cultural heritage through musical performances that reflect the province’s traditions and history.
  • The Hiyas ng Bulacan Provincial Band actively participates in local festivals, such as the Singkaban Festival, and Sining sa Hardin where they provide musical traditions.
  • The band also facilitate the conduct of marching band competition which is joined by different bands in the province.
  • Beyong performances, engages in educational activities, including training sessions, to cultivate musical talent and appreciation among community members, projects and activities such as the following:
    • Band Clinic
    • Band workshops

Bulacan Provincial Library

Functions

  • Provides resources and spaces conducive to self-directed learning, catering to individuals seeking knowledge beyond formal educational settings.
  • Maintains an extensive collection of materials to assist students, professional, and researchers in diverse disciplines.
  • Ensures users have access to a wide range of bibliographic materials, enhancing their research capabilities.
  • Serve as repository of research about Bulacan and publications written by Bulakeños (Bulacaniana Collection)
  • Organizes programs and services that promote leisure reading and cultural enrichment, contributing to the community’s well-being, such as the following:
    • BPL- Flavor of the month
    • Serye, kwentuhan sa aklatan (BPL Virtual story-telling series)
    • BPL- Women’s month special
    • BPL Valentines special
    • Serye kwentuhan sa eskwelahan
    • BPL tour and orientation, familiarization
    • BPL Paborito kong Aklat: libreng aklat para sa mga booth

Museum

Entrance Fee:

  • Php 20.00 - For Students, Senior Citizens, and PWDs.
  • Php 30.00 – For Bulakeños who are not students.
  • Php 50.00 – For non-students and non- Bulakeños.
  • For group tour, write a letter of request to the governor to facilitate the conduct of the tour.

Library

Avail a library card:

  • Get a payment slip from the Provincial Library and pay Php 50.00 to the cash division of the Provincial Government of Bulacan. Once paid, present your receipt to the Provincial Library.
