Create in Bulacan a dynamic cooperative and business sector; enhance economic security and local and international market competitiveness.
VISION:
A progressive province of empowered entrepreneurs, whose way of life sustain cooperativism, where people are environment-friendly, gender-sensitive and where self-reliant communities respect human rights, promote social justice and uphold cultural heritage
GOAL:
Develop the institutional and entrepreneurial capabilities of the cooperators and entrepreneurs to achieve soci-economic efficiency, effectiveness and responsiveness.
MANDATE:
To increase income and to generate employment through cooperative development and assistance to micro, small and medium enterprises and to increase number of investors established and located their businesses in the province
PROGRAMS AND SERVICES:
I. COOPERATIVE DEVELOPMENT
- Tulong ni Gob sa Negosyo ng Koop (NEGOSKOOP) Program
- Capability Building - Provision of mandatory trainings under Republic Act (RA) 9520 also known as Philippine Cooperative Code of 2008 and other cooperative related trainings to mostly small and micro cooperatives in Bulacan which have very limited access to trainings and seminars.
- Technical/Management Assistance - Development and installation of appropriate business systems and procedures; upgrading of management capabilities and inculcation of the habit and values of entrepreneurship
- Cooperative Business Financing - Financing of cooperative projects/businesses
- Market Linkage - Promotion of the cooperatives and services and developmetn of marketing network system
- Cooperative and Enterprise Month Celebration
- Complementation and Partnership with GOs, NGOs and other LGUs
- Data Banking and Information Services
- Other Relevant Programs for Cooperatives

It involves the development, intensification and expansion of business/service of primary cooperatives, consolidation and strengthening of business of secondary cooperatives and conduct of other related developmet-oriented activities for cooperatives.
A one month activity for the month of October highlighting the performance/achievements of cooperatives and entrepreneurs in the province; provision of incentives and awards to winners of the Gawad Galing Kooperatiba.
This involves series of meetings with different agencies for program complementation and networking.
Data and information related to products and services of cooperatives in Bulacan.
It is a class or group convening for instruction or remedial work or for the diagnosis treatment of a specific problem. This aims to: (a) Disect and diagnose weaknesses of cooperatives in areas of organization, management, financial and community participation and (b) Provide advice or recommendations on how to improve the operations of cooperatives.
Provision of immediate attention and necesary care if still possible to resuscitate the ailing cooperatives.
Integral part of CPR. Through this intervention, assessment of the present status of cooperative is facilitated to provide the necessary technical and management assistance relevant to their needs.
Pinpointing the exact location of all cooperative offices, leading to a more complete and efficient Coop Databsae Management System.
Informal gathering of cooperative officers to discuss hot pressing issues on Cooperative Development and lay down solution to identified issues/problems.
To unfold the prowess of the men and women in each cooperative by promoting gender equality and women empowerment among the organizations.
II. ENTERPRISE DEVELOPMENT
This development program for MSEs refers to the development and production of quality products with distinct character and design of local craftmanship and innovative use of local raw materials and creative tools, conducted through Capability Building, Management Assistance, Financial/Loan Assistance, Marketing and Promotion and Product Development through the Bulacan Packaging Service and Toll Packing Center (BPSTPC).

- DATA BANKING AND INFORMATION SERVICES
Package of assistance geared towards improving the business of MSEs and cooperatives egaged in manufacturing or producing food and non-food products, become globally competitive, and eventually contribute in boosting the economy.
Upgrading of capabilities of enterprises and productive skills through trainings, workshop and the application of standard production practices and procedures for maintaining product quality. Some of these are conducted in partnership with the Department of Trade and Industry (DTI), the Department of Science and Technology (DOST) and the Food and Drug Administration (FDA).
Upgrading of management capabilities and inculcation of the habit and values of entrepreneurship; includes assistance in business name registration, production lay-out, records and systm installation and analysis of product marketability.
Provision of financial/loan assistance in support of the enterprise needs and its activities.
Promotion of the products developed/improved and services through trade fairs/exhibits and the development of marketing and networking systems through the Bulacan Pasalubong Center.
Provision of consultancy services/technical assistance throught he Bulacan Packaging Service and Toll Packing Center, a service oriented project which primarily aims to make Bulacan products more competitive in the local and foreign markets.
Services offered are as follows:
Toll Packing Service - provision of the use of machines and equipment for minimal fees
Label Printing Service - provision for printing of the label designs developed by MSEs and cooperatives
Label and Packaging Design Service - provision of the development of new label and packaging designs as well as the improvement of existing designs of products with application of standard labeling requirements to ehnhance the marketability and appeal of the products to the customers
Product Development Services - formulation and development of new products for adoption of any interested clients.
This involves series of meetings and workshop with councilsand LGUs to support the activities on enterprise development.

III. INVESTMENT PROMOTION
- Investment Marketing
This includes series of activities to promote the province's investment opportunities and incentives to foreign and local investors and other complementary activities with the different government agencies supporting investment promotion and investor's servicing and facilitation - Strengthening of Streamlining Project
Creation of an investor-friendly environment by instituting various reforms in licensing systems and procedures - Support to Information and Communications Technology (ICT) and Pyrotechnics Industries
Promoting Bulacan as an emerging location ideal for IT-BPO industry through various promotional tools; and provision of technical assistance to pyrotechnics industry i.e., Pasiklaban sa Singkaban - Databanking and Information Services
Data and information related to doing business in Bulacan like cost of doing business, major industries, economic activities, IE profiles, investment growth and employment generation - Complementation and Partnership with GOs, NGOs and LGUs
This involves series of meetings and workshop with councils and LGUs to support the investment promotion activities
