A progressive province of empowered entrepreneurs, whose way of life sustain cooperativism, where people are environment-friendly, gender-sensitive and where self-reliant communities respect human rights, promote social justice and uphold cultural heritage

GOAL:

Develop the institutional and entrepreneurial capabilities of the cooperators and entrepreneurs to achieve soci-economic efficiency, effectiveness and responsiveness.

MANDATE:

To increase income and to generate employment through cooperative development and assistance to micro, small and medium enterprises and to increase number of investors established and located their businesses in the province

Ang PCEDO ay isang tanggapan ng Pamahalaang Panlalawigan ng Bulacan na siyang nagpapatupad ng mga programa na may kaugnayan sa pagpapaunlad ng mga kooperatiba at maliit at di-kalakihang negosyo (MSMEs) sa lalawigan ng Bulacan.

Ito rin ang tanggapang naghihikayat sa mga lokal at dayuhang mamumuhunan na magtayo ng malalaking negosyo sa lalawigan upang makalikha ng maraming trabaho para sa mga Bulakenyo.

Ito ay binubuo ng mga sumusunod:

• Investment Promotion Unit (IPU)
• Enterprise Development Division (EDD)

COOPERATIVE DEVELOPMENT DIVISION (CDD) PROGRAMS

1. GO KOOP Program

isang programang naglalayong paigtingin ang pagsusulong ng mga kooperatiba, palakasin ang micro & small cooperatives, dagdagan ang access sa finance at iba pang resources, mapabilis ang partnership at collaboration, enchance policy and regulatory environment at mapabuti ang Gawad Galing Kooperatiba.

• Pagpapaunlad ng Institusyon - pagbibigay ng Capacity Building Seminar/Training at tulong teknikal at pamamahala.

• Financing Program - Pagbibigay ng pahiram puhunan para sa mga rehistradong kooperatiba sa mababang interest sa ilalim ng Provincial Ordinance No. 94-2021: Bayanihang Bulakenyo Financing Program for Cooperatives and MSMEs.
• Free Audit Service Program - May layuning makagpagbigay ng “free audit service” sa mga maliliit na kooperatiba na walang kakayanang ma-audit upang sila ay magkaroon ng Audited Financial Statements na kakailanganin sa pagkuha nila ng Certificate of Compliance.
• Cooperative Month Celebration (October) - Pagbibigay ng pagkilala sa mga kooperatibang nagpamalas ng kanilang kahusayan sa kanilang mga nagawa.

 
ENTERPRISE DEVELOPMENT DIVISION (EDD) PROGRAMS

1. Tatak Bulakenyo Program (e2E+ Program)

Ito ay naglalayong matulungan ang mga maliliit at katamtamang negosyo o MSMEs upang mapataas at mapaunlad ang kalidad ng mga produktong yaring Bulacan o mga Tatak Bulakenyo na maipagmamalaki ng bawat Pilipino.

• Enterprise Capacity Building - pagbibigay ng mga Capacity Building Seminar/Trainings at tulong teknikal at pamamahala.
• Financing Program - pagbibigay ng pahiram puhunan para sa mga rehistradong MSMEs sa mababang interes sa ilalim ng Provincial Ordinance No. 94-2021: Bayanihang Bulakenyo Financing Program for Cooperatives and MSMEs.
• Marketing & Promotion - pagbibigay ng tulong sa pagsasapamilihan ng produktong gawa ng ating mga kooperativa sa MSMEs sa pamamagitan ng trade fairs at ng Bulacan Pasalubong Center (BPC).
• Product Development - pagbibigay tulong na teknikal tungkol sa akmang packaging at labelling ng mga produkto.
2. Integrated Applied Management for MSE Development Assistance
• (I AM MSE) Program - Mas malalim at komprehensibong programa para sa mga piling MSMEs. Ito ay may anim (6) na modyul patungkol sa apat na aspeto ng pagnenegosyo (organization, product development, financial and marketing). “Sa planadong negosyo, mas nakatitiyak ang pag-asenso

INVESTMENT PROMOTION UNIT (IPU) PROGRAMS

1. Investment Promotion Program

Naglalayong humikayat ng mga lokal at dayuhang mamumuhunan na magtayo ng kanilang mga negosyo sa Bulacan upang makalikha ng hanapbuhay para sa mga Bulakenyo.

• Pagbibigay ng fiscal at non-fiscal incentives sa ilalim ng Provincial Investment Incentive Ordinance.
• Pagsasagawa ng Outbound/Inbound investment and trade missions.
• Investment forum, Trade investment Meetings/Conferences at missions trips
• Pakikilahok sa mga International Trade Fairs and Exhibits
• Pagsasaayos ng mga marketing at promotional tools, polisiya at industry studies na makatutulong upang maghikayat ng mga namumuhunan sa lalawigan.
2. Investors’ Servicing Program

Pagtulong sa mga investors sa pagkuha ng iba’t ibang dokumento o permit at pagbibigay ng mahalagang impormasyon ukol sa pagnenegosyo.

3. Support to Pyrotechnics Industry

Nagsisilbing kalihiman ng Pyrotrchnics Regulatory Board (PRB) sa pagpapaunlad ng Pyrotechnics Industry sa Bulacan, kung saan tayo binansagang “Fireworks Capital of the Philippines”

4. Other activities:

Monitoring of streamlining program in the issuance of Mayor’s permit, maintaining and updating of the Local Economic Database and Partnership with other partnership agencies

5. Competitiveness Enhancement Program

Aims to support the CMCI institutionalization of the province; a program supporting Bulacan as the Most-Business Friendly Province.

BULACAN PACKAGING SERVICE AND TOLL PACKING CENTER (BPSTPC)

• First government-run packaging center sa buong bansa.
• Naglalagay mas maging “competitive” sa lokal at dayuhang mamimili ang mga produktong Bulakenyo sa pamamagitan ng pagbibigay ng tulong teknikal sa akmang packaging at labeling ng mga produkto.

• Lakbay-Aral/Consultancy Services

BULACAN PASALUBONG CENTER (BPC)

• Isang one-stop shop na nagtatampok ng mga ipinagmamalaki nating mga Tatak Bulakenyo products, mga food at non-food items na produkto ng mga kooperatiba at MSMEs sa ating lalawigan.
• Mayrooon ding One Town One Product (OTOP) Philippines Hub sa ilalim ng DTI kung saan tampok ang mga produktong ipinagmamalaki hindi lamang sa Bulacan kundi pati na rin sa mga kalapit na lalawigan o rehiyon.

ECO-COMMERICAL COMPLEX

• Nagsusuri at gumagabay sa mga umuupa at balak umupa sa Eco-Commercial Complex at Com2 Building
• Ito rin ay may kinalaman sa pag-promote ng gusali at pakikipag-ugnayan sa iba’t ibang departamento (PGSO at PCSJMO/CSU) ng Pamahalaang Panlalawigan upang matiyak ang kalinisan, kaayusan at seguridad sa loob at labas ng Eco-Commercial Complex at Com2 Bldg.
