Governor Wilhelmino M. Sy-Alvarado proudly holds the certificate of recognition given by the Civil Service Commission Regional Office No. III after the Provincial Government of Bulacan through the Provincial Human Resource Management Office was recognized for obtaining Level 2 in Rewards and Recognition under Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) given recently at the Heroes Hall Amphitheater, City of San Fernando, Pampanga.
