Alvarado issues executive order to ensure the safety of tourists in Bulacan

CITY OF MALOLOS – In a bid to secure the lives of travelers, tourists and students, Gov. Wilhelmino M. Sy-Alvarado issued the Executive Order No. 12 series of 2014, an order regulating the conduct of visitations to eco-tourism sites in Bulacan last August 22, 2014 in this city.

According to EO 12, no field trips, educational tours, foot and off-road trekking and other similar activities shall be conducted or held along Madlum Caves, Biak na Bato National Park and other tourist spots within Bulacan that are considered “danger zones” or “hazard areas” as identified by the Provincial Disaster Risk Reduction and Management Council without prior coordination and permission of the local government unit of the concerned municipality and barangay. Absolute prohibition shall apply during rainy seasons and/or occurrence of tropical depression and low pressure weather system.

“Alam naman natin na dumarami na talaga ang mga turista at bisitang gustong makarating sa Biak na Bato dahil bukod sa historically known, it is refreshing to see the nature once in a while, pero nag-iingat tayo dahil ‘yung mga ganitong lugar, posibleng tamaan nga ng flash floods, torrential rains, tropical storms at iba pang kalamidad na maaaring maging banta sa kaligtasan ng mga pumupunta dito,” Alvarado said.

Also, as stated in the EO, a letter of request for coordination and written permission is required to be filed at the office of the municipal or city mayor and the barangay captain at least five days before the conduct of the said activity. Then, the mayor and barangay captain will have to respond to it within three days after filing.

It is also declared in the EO that the barangay tanod of the concerned locality must escort the tourists or visitors during their visit at all times.
The issuance of the EO is in accordance with Sec. 16 of Republic Act No. 7160 better known as the Local Government Code of 1991.###
