Ang Kabataang Bulakenyo ay may malusog na pangangatawan, maunlad na kaisipan, maka-Diyos, makabayan, may angking husay at talino na may kakayahang mapaunlad ang sarili at pamayanan.

- Gintong Kabataan Awards (GKA)
Ang Gintong Kabataan Awards (GKA) ay ang taunang pagbibigay ng parangal sa mga Kabataang Bulakenyo na may angking "K" - kahusayan at kakayahan. Ang parangal na ito ay itinataguyod ng Pamahalaang Panlalawigan ng Bulacan sa pamamagitan ng Provincial Youth, Sports and Public Employment Service Office (PYSPESO).
Ang GKA ay patuloy na umiinog sa buhay ng kabataang Bulakenyo. Ang mga natatanging kabataang naitanghal ay nagsilbing huwaran ng ibang kabataan. At dahil dito, patuloy na kinikilala sa buong bansa pati na rin sa buong mundo ang mga kabataang Bulakenyong may angking husay at talino.

III. PESO DIVISION
The Public Employment Service Office (PESO) is a non-fee charging multi-employment service facility or entity established or accredited pursuant to Republic Act No. 8759, otherwise known as the PESO Act of 1999. The Act provides that in order to carry out full employment and equality of employment opportunities for all, and to strengthen and expand the existing employment facilitation service machinery of the government particularly at the local levels, there shall be established in all capital towns of provinces, key cities, and other strategic areas a Public Employment Service Office.
The PESO's are community-based and maintained largely by local government units (LGU's) and a number of non-governmental organizations (NGO's) or community-based organizations (CBO's) and state universities and colleges (SUC's). The PESO's are linked to the regional offices of the Department of Labor and Employment (DOLE) for coordination and technical supervision, and to the DOLE central office, to constitute the national employment service network.

A process of referring pre-screened jobseekers to employers with vacancies matching their qualifications, while placement is the result of a successful referral; job counselling and consultations
- Job Fair
Jobs Fair is an employment facilitation strategy aimed to fast-track the meeting of jobseekers and employers/overseas recruitment agencies in one venue at a specific date to reduce cost, time and effort particularly on the part of the applicants. This is open to all unemployed, skilled and unskilled workers, fresh college graduates, graduates of training institutions, displaced workers and employees seeking advancement. During the Jobs Fair, applicants select vacancies suited to their qualifications and employers could interview and hire on the spot qualified workers. Several agencies are invited to provide self-employed and training assistance.
- Local Recruitment Acitivty/Special Recruitment Activity (LRA/SRA)
Employment facilitation strategy aimed to fast-track the meeting of jobseekers and with only one employer/overseas recruitment agency (local or special/overseas) in one venue at a specific date to reduce cost, time and effort particularly on the part of the applicants.
- Special Program for Employment of Students (SPES)
This program shall endeavor to provide employment to deserving students and out-of-school youths coming from poor families during summer and/or Christmas vacations as provided for under Republic Act No. 7323 and its implementing rules, to enable them to pursue their education
- Pre-Employment Orientation Seminar (PEOS)
Orientation seminar for graduating college students to prepare them for employment process.

Pagbibigay ng iba't ibang libreng Skills Training sa bawat requesting barangay o samahan, kung saan ang PESO ang nagbibigay ng training sa pamamagitan ng mga TESDA Accredited Trainers.
Mga halimbawa ng Community-Based Skills Training: Hairdressing, Candle and Soap Making, Flower Arrangement, Bread & Pastry Production, Food Processing, Massage Therapy, atbp.

- PESO Employment Information System (PEIS)
The PESO Employment Information System contains the profiles of all persons and employers registered under the National Skills Program of the Department of Labor and Employment. It shows information on the qualifications and skills of the applicants as well as the job vacancies of registered employers.

- Work Appreciation Program (WAP)
This program aims to develop the values of work appreciation and ethics by exposing the young to actual work situations.
- Workers Hiring for Infrastructure Projects (WHIP)
This program is in pursuance of Republic Act No. 6685 which requires construction companies, including the Department of Public Works and Highways and contractor for government-funded infrastructure projects, to hire thirty percent (30%) of skilled and fifty percent (50%) of unskilled labor requirements from the areas where the project is constructed/located.
Other programs/activities developed by DOLE to enhance provision of employment assistance to PESO clients, particularly for special groups of disadvantaged workers such as persons with disabilities (PWD's) and displaced workers.
