Bulacan launches first-ever Manual of Blood Services Network Guidelines in the Philippines

CITY OF MALOLOS – The Province of Bulacan takes pride as the first-ever province in the country to come up with a Provincial Blood Services Network Guidelines manual.
During its launch held recently at The Pavilion, Hiyas ng Bulacan Convention Center in this city, the Provincial Government of Bulacan represented by Gov. Wilhelmino M. Sy-Alvarado and the Department of Health-R3 represented by their Regional Director Cesar C. Cassion signed a Memorandum of Agreement (MOA) with regard to the aforementioned manual.

DOH 3 Assistant Regional Director Dr. Ruben Siapno congratulated the province for establishing the Bulacan Blood Service Network Guidelines in support to the implementation of Department Circular 2010-0013 or the “Operational Guidelines for Blood Service Network in Support to the Implementation of the National Blood Services Program for Blood Safety and Adequacy, Quality Care and Patient Safety” and Regional Memorandum Circular 2016-011 or the “Regional Blood Services Network Guidelines to Significantly Improve Delivery of Blood Services in Region 3”.

“The Province of Bulacan has always been our great partner and supporter in achieving safe and adequate blood supply for the people of Central Luzon. The province who consistently championed the most number of total blood collections in Central Luzon. The home of Sandugo awardees and blood galloners mirroring the efficient and effective implementation of your Provincial Voluntary Blood Services program and now the launching of the Bulacan Provincial Blood Service Network Guidelines once again confirmed your serious intention to provide safe and adequate supply of blood to your citizens,” Siapno added.

Meanwhile, Vice Governor Daniel R. Fernando encouraged Bulakenyos to continuously donate blood to suffice the high demand of blood of their fellow Bulakenyos.
“Marami po ang nangangailangan ng dugo, marami ang nangangailangan ng buhay, marami ang gusto pang mabuhay kaya marami po tayong maisasalbang buhay basta’t kailangan lamang po natin ay pagkakaisa. Bawat patak ng dugo ay mahalaga. Walang dapat masayang ni isa man,” Fernando said.

The Bulacan Blood Services Network (BBSN) Guidelines aims to establish an equitable scheme of distribution and collection of blood; establish an efficient referral system among blood service facilities in the provincial blood service network; clearly define the roles and functions in different blood service facilities, local government units (LGU), and other members of the community in the blood service network; establish scheme for data reporting and collection as well as information sharing among blood service facilities; and advocate the conduct of regular community-based mobile blood donation instead of replacement donors for blood safety, adequacy and efficiency among blood service facilities.
