Addressing the compelling need for a comprehensive infra master plan Fernando issues EO creating Provincial Infrastructure Coordinating Council
CITY OF MALOLOS- To address the compelling need to establish a Comprehensive Provincial Infrastructure Master Plan (CPIMP) in Bulacan, Governor Daniel R. Fernando issued Executive Order No. 22, series of 2025, which also directs the creation of the Provincial Infrastructure Coordinating Council (PICC).
The People’s Governor emphasized the crucial participation of all local government units, from barangays to national government agencies, in achieving a unified and transparent infrastructure planning process.
“Bulacan cannot afford questionable infrastructure projects. Sa pamamagitan nito, sisiguraduhin natin na bawat proyektong pang-imprastraktura sa lalawigan ay grounded on real needs, validated data, at fully transparent because the Bulakenyos deserve visible, functional, and accountable projects,” Fernando said.
According to the EO, each barangay in Bulacan shall prepare or update its Barangay Infrastructure Master Plan, covering drainage, flood control, road networks, and other public works, and submit it to its respective city or municipality.
In turn, the City or Municipality Planning and Development Office and Engineering Office shall review, consolidate, and integrate all barangay submissions into a City/Municipal Infrastructure Master Plan.
Finally, the Provincial Planning and Development Office of the Provincial Government of Bulacan, which serves as the secretariat of the PICC, shall compile all submitted plans to create the CPIMP of the Province of Bulacan.
Upon its approval, the CPIMP shall serve as the official reference document for planning, budgeting, and implementation of all infrastructure projects in the province, and will be integrated into the Provincial Development and Physical Framework Plan (PDPFP).
EO 22 also directs all national government agencies and their contractors implementing or proposing projects within the province to coordinate with the PICC before implementation, and to furnish the council with project profiles, detailed plans, and timelines to ensure consistency with CPIMP and avoid duplication or environmental disruption.
The PICC is composed of the governor as the chairperson; Department of the Interior and Local Government-Bulacan provincial director as the vice chairperson; and the provincial administrator, provincial treasurer, provincial legal officer, provincial agriculture officer, Bulacan Environment and Natural Resources Officer, district engineers of the Department of Public Works and Highways in the Province of Bulacan, head of the Provincial Engineering Office, local chief executives and their respective municipal or city engineers, and two representatives from accredited Civil Society Organizations as the members.
