4. Youth, Cultural and Historical Development
  1. National Youth Situationer

  2. National Policy for the Youth:
    “The State recognizes the vital role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being.”
    - Article II, Section 3, 1987 Philippine Constitution

    Republic Act 8044, also known as the Youth in Nation Building Act defines the youth as those between the ages of 15 to 30 years old. According to the records of the National Statistics Office, as of 1995, approximately 21.7 million of the population belong to the youth sector.

  3. Provincial Youth Situationer

  4. At present, the youth may be classified under the following sub-sectors:
    1. In-school youth;
    2. Out-of-school youth;
    3. Working youth; and
    4. Youth with special needs.

  5. Major Programs for the Youth

  6. Recognizing the vital role of the youth in nation building, the Provincial Government has lined-up the following projects intended for promotion and development of their physical, moral, spiritual, intellectual and social well being.

    a. Computers for Public High Schools;
    b. Scholarships for Deserving Youth;
    c. Socio-Economic Development Programs;
    d. Socio-Cultural Development Programs; and
    e. Physical Development Programs.

  7. Secondary Education Data

  8. Presently, the province has over 60 public high schools. As of school year 2001-2002, these schools had enrolled a total of 107,155 students—a 13.27% increase from the previous year’s 94,598. Likewise, of the 18,012 of the students enrolled on the 4th year, 17,313 or 96% were able to graduate from high school. En toto, the survival rate of students for said school year is estimated at 80%. The NSAT Mean of these students had risen to 59.31—previously 54.53. In fact, during the same year, Iba High School of Hagonoy, Bulacan had topped the NSAT in the Regional Level, and likewise landed on the 8th place in the National Level.

    In general, the teacher-student ratio is computed at 1:47. Currently, over 250 computers had already been awarded to public high schools, and 15-20% of its teachers are computer literate.

  9. Socio-Economic Development Programs

  10. With respect to technical vocational, and livelihood skills training, as of the tracer study of 2001, the Josie dela Cruz administration had conducted over 1,600 trainings—producing over 35,000 highly-qualified and technically-competent manpower, 63% of which are now self-employed.

    Courses Offered:
    1. Gifts, Toys and Houseware (Stuffed Toys Making, Novelty Items Making, Candle Making, and Soap Making)
    2. Food (Food Preparation, Food Preservation, Food Processing, Food Catering Services, and Baking)
    3. Garments (Industrial Sewing Machine Operation)
    4. Electrical/Electronics (Basic Electronics, Domestic Appliance Repair, Practical Electricity, Building Wiring Installation)
    5. Motorcycle Mechanic
    6. Small Engine Repair
    7. Basic Computer Literacy

  11. Employment Programs

  12. The Josie dela Cruz Administration spearheaded several special programs for the employment of student whereby over 5,500 applicants were registered of which over 4,000 (74%) were eventually employed.

    Work Appreciation Programs (WAP) are likewise being conducted. As of early 2002, 1,277 applicants availed of WAP, and 926 of them were successfully placed.

    Apart from these the Provincial Government regularly conducts job fairs to further provide employment opportunities to its citizenry. As of 2002 the Josie dela Cruz Administration had conducted 59 Job Fairs successfully providing employment to nearly 5,000 applicants.

    In 2002 the administration is directly responsible for providing local employment to 27,191 applicants out of 67,923, and overseas employment to 456 of 2,342 applicants.

  13. Youth Programs

  14. In 2002, a Youth Entrepreneurship Program (YEP) was initiated whereby 14 young entrepreneurs were beneficiaries of Php480,000 loan for businesses such as rice retailing, bakery, buy and sell, jewelry, seafood, printing shop, hog fattening, bridal shop, machine shop, computer shop, variety store, canteen, and food products.

    An “Alay Lakad” (fund-raising marathon) was also held, generating over Php 2,700,000 from 48,000 participants.

    In addition, the administration regularly conducts Youth Congresses, Leadership Seminars, KAPANALIG Seminars, Clean and Green campaigns, and activities for the Brigada IC.

  15. Sports Development Programs

  16. The Province regularly organizes sports clinics such for MILO B.E.S.T., Taekwondo, Aikido/Kendo, Badminton, Swimming, Lawn Tennis, and Chess.

    Because of these initiatives of the Josie dela Cruz Administration, Bulacan has bred excellent athletes who champion in both national and international sports competitions for baseball, softball, taekwondo, badminton, swimming, chess, and athletics.

    The Bulacan Sports Council Association, a body comprised of various public and private sports associations throughout the province, was established to support the Provincial Government in its efforts in promoting physical fitness and sports development to the youth. It likewise promotes the establishment of sports clubs throughout the province for sports such as taekwondo, basketball, volleyball, gymnastics, tennis, and chess among other things.

  17. Other Socio-Cultural and Historical Development Programs

  18. Every year, the Provincial Government provides its youth fun-filled educational activities such as wall painting, educational tours (Lakbay Aral), and Summer Arts Festivals whereby workshops for folk dancing, music, drama, theater arts and visual arts are conducted.

  19. Barkadahang Bulakenyo

  20. Comprised of approximately 200 active youth organizations in the province, the Barkadahang Bulakenyo is an organization established to serve as an active partner of the government in conceptualizing, formulating and implementing projects of prime benefit to the youth.

  21. JOSIE Leadership
    (Joining Outstanding Servants In Enhancing Leadership Skills)

  22. Of paramount importance to Gov. Josie dela Cruz is her vision of molding the youth into becoming highly competent and effective public servants far outshining those of the present generation. To realize this vision, the Provincial Government, through the Provincial Youth, Sports and Employment Development Office regularly conducts leadership skills training programs dubbed as the JOSIE Leadership Program aimed at enhancing the knowledge and leadership skills of newly-elected officials of the youth legislative body—the Sangguniang Kabataan.
