3. Efficient Delivery of Health and Social Services
  1. Intensified programs and campaigns on free medical services, immunization and control of disease.
  2. Continuous support to the program on environmental cleanliness like examination of drinking water and construction of toilets. Families without toilets are expected to decrease by 20% in three years.
  3. Opening of the malnutrition ward at the Bulacan Provincial Children and Maternity Hospital (BPCMH) in Tabe, Guiguinto to give more attention to the needs of malnourished children. The "Alay kay Bunso" program shall be continually supported.
  4. Support shall be given to the needs of the public Day Care Centers in the province.
  5. The program on population shall be strengthened .The intensified campaign for delayed marriage among the youth, pre-marriage counseling and birth spacing shall be continued.
  6. The Bulacan Provincial Disaster Coordinating Council (PDCC) shall be strengthened as well as the 24 Municipal Disaster Coordinating Councils (MDCC) to enable them to serve fully in times of emergency and calamities through the programs implemented in the municipalities with the local government.
  7. The active participation of the private sector shall be encouraged in health projects and in programs on social welfare, which aim to help the needy, and the handicapped.
