2. Sustainable Economic Development |
|
- Continuous support of cooperatives in the improvement and development of life in rural communities. It is expected that the cooperatives shall manage activities on production, distribution, storage, marketing and processing of farm products.
- Expansion of activities on fruits and livestock in the upland, extensive planting of different vegetables and plants in the lowland, improvement of ways in fishing and fishponds at the coastal areas.
- Intensified trainings for cooperative officers and members towards better service and stabilization of cooperatives. An increase of 20% in the assets of cooperatives is expected in three years.
- Extensive use of compost fertilizer, providing technical assistance and construction of roads, multi-purpose pavements, and other support facilities. Rice production is expected to increase by 3% annually.
- Active support in the establishment of enterprise zones and industrial estates to develop the production of jewelry, marble, tannery and other potential industries in the province.
- Development of investments which is expected to increase by 32.5% in three years and to give 31,000 job opportunities.
- In cooperation with the private sector, support shall be given to the Bulacan Trade House to showcase and market Bulacan's products.
- Coordinate with the labor organizations and management to promote industrial peace.
- Strengthen and expand economic enterprises like the Hiyas ng Bulacan Convention Center (HBCC), Hiyas Agro Commodities Center (HACC), and the Bulacan Ice Plant and Cold Storage (BIPCS).
The provincial government shall give special attention to the protection of the environment through:
- Massive information campaigns on the protection and management of the environment with the cooperation of society especially the barangay officials, the women, the youth and the socio-civic organizations.
- Inclusion in the curriculum pf all elementary schools in Bulacan of subjects inculcating awareness on environmental protection based on the winning entry of the DENR-sponsored contest "GURO, KASAGIP KA" and the active participation of schools through the DECS in the intensified campaign on tree planting and cleanliness.
- Creation of a Task Force in the provincial, municipal and barangay levels to focus on activities concerning the protection and management of the environment.
- Cooperation with the Municipal Government so that each municipality may have an effective system of waste management and its own dumpsite.
- Launching of provincial contests that will recognize and give incentives to special projects on environmental protection.
- Conducting of special campaigns by the DOH among those living along the riverbanks on the construction of sanitary toilets.
- Launching of campaigns on cleanliness and planting of bamboos along riverbanks, dredging of creeks and extensive study on how to revive dead rivers.
- Extensive tree planting in the province and issuing a circular requiring all government local officials to plant trees annually.
- Assigning of street workers in all roads in Bulacan.
- Strict supervision and implementation of laws on natural resources and environment to stop illegal mining and logging.
- Tree planting in the upland areas and protection of watershed areas.
