Mr. Mendoza was born on the 10th day of November 1962 in Bocaue, Bulacan. The third son of Mr. Jose Mendoza and Ms. Iluminada Roxas.
Married to Ms. Violeta Tayao from Calumpit, Bulacan gifted with two sons, Josef Andrew, 16 years old and Jose Manuel, 11 years old.

Work Experience
He was the past President of Bocaue Executive Lions Club and a Director of Sulong Pa Bulacan Movement in the year 1999 - 2002.
At present, he is the Vice-President for Sales and Marketing in
JM Mendoza Enterprises distributor of Veterinarian Pharmaceuticals.
A first timer in Politics, he was elected a Barangay Captain of Barangay Duhat, Bocaue, Bulacan. After a month, run unopposed as President ng Liga ng mga Barangay of Bocaue. Was also elected as President ng Liga ng mga Barangay sa Bulacan. And now, serves as Ex-Officio (Provincial Board Member) at the Bulacan Provincial Government.
