Mayor's Permit and Licensing Information System (MPLIS) The MPLIS was developed in order to promote and standardize the use of computer applications in securing and processing business permits and licenses in Municipal Governments. At present, the system contains the following modules:    1) Business Information Registry;    2) Assessment of Fees; and    3) Collection of Fees.
