Finacial Management Information System (FMIS) |
The FMIS consists of various modules for Accounting, Budget, and Treasury.
The Budget modules automate the following processes:
| 1) |
From Budget Preparation to Budget Execution to Financial Reporting; and |
| 2) |
All budgetary accounts (General Fund, Special Accounts in the General Fund and Special Educational Fund and 20% development fund). |
The Treasury modules cover the following processes:
| 1) |
From Budget Preparation to Budget Execution to Financial Reporting; |
| 2) |
Disbursement function for all funds (general fund proper, special accounts in the general fund, trust funds, Special Educational fund, 20% economic development fund); and |
| 3) |
Computer Automated Processes: |
| a) |
Tracking or inventory of all accountable forms and checks; |
| b) |
Storing and retrieving of records of revenues and collections; |
| c) |
Automates the generation of the Abstract of Collections and Daily Statement of Collection and Accountable Forms (DSCAF); |
| d) |
Automates the distribution of collections to their fund accounts; and |
| e) |
Computerizes the processing and generation of the following collection reports namely: |
| i) |
Report of Collections by Liquidating Officers (RCLO); |
| ii) |
Cashier/Treasurer Report of Collections by Disbursing Officer (CTRCD); |
| iii) |
Report of Revenues and Receipts; and |
| iv) |
Online and real-time retrieval of information in the exercise of function to certify the availability of funds in the processing of disbursement transactions. |
The Accounting modules cover the following processes:
| 1) |
Accounting for all transactions involving the receipt and disposition of government funds and property under the General Fund and its Special Accounts, the Special Education Fund and Trust Fund; |
| 2) |
Maintenance and Generation of books of Original Entry; |
| 3) |
Maintenance and Generation of General and Subsidiary Ledgers; and |
| 4) |
Generation of Accounting Reports. |
